The European Union will implement stricter environmental regulations starting from September 1st, which will restrict the distribution of mains voltage halogen lamps, low voltage halogen lamps, compact and linear fluorescent lamps for general lighting in the EU market.

The EU Eco-design Regulation for Light Sources and Separate Control Gear, released in 2019, and the 12 RoHS (Restriction of Hazardous Substances) Authorized Directives issued in February 2022 will impact the distribution of compact and linear fluorescent lamps for general lighting, as well as mains voltage halogen lamps and low voltage halogen lamps in the EU market in the coming weeks. With the rapid development of LED lighting products, their high efficiency and energy-saving attributes are increasingly favored by the market, leading to the gradual phase-out of traditional lighting products such as fluorescent lamps and halogen lamps. In recent years, in response to climate and energy issues, the EU has placed high importance on the energy-saving and environmental attributes of electrical products, continuously improving the performance requirements for related products. According to customs data, from 2014 to 2022, the export volume of fluorescent lamps and halogen lamps from China to the EU has steadily declined. Specifically, the export volume of fluorescent lamps has decreased by nearly 77%, and the export volume of halogen lamps has decreased by nearly 79%.

From January to June 2023, the export value of lighting products from China to the EU market was $4.9 billion, a 14% year-on-year decline. Since the beginning of this year, the EU market has accelerated the phase-out of high-energy-consuming traditional lighting products such as fluorescent lamps and halogen lamps, promoting the adoption of LED light source products. The proportion of export value for fluorescent lamps and halogen lamps in the EU market has decreased by approximately 7 percentage points, while the proportion for LED light source products has increased by approximately 8 percentage points.

Both the export volume and export value of fluorescent lamps and halogen lamps have declined. Specifically, the export volume of fluorescent lamps has decreased by 32%, and the export value has decreased by 64%. The export volume of halogen lamps has decreased by 17%, and the export value has decreased by 43%.

In recent years, the export volume of fluorescent lamps and halogen lamps has been significantly affected and declined due to the gradual implementation of environmental regulations in foreign markets. In response to this, companies should plan their production and export strategies, pay attention to notifications of environmental regulations issued by relevant markets, and make timely adjustments to their production and sales plans.
